There seems to be a difference of opinion on the matter. I see that Spike Milligan and A.A. Milne are also credited with writing it. The mystery deepens.
A a teenager in 1960s Britain, I clearly remember Spike Milligan saying it, but I would vote for 'Anon.' One blogger claims it to be a "verse in a traditional American folksong from around 1800."
Isn't that a Lewis Carroll verse? Nice artwork.
