Looks more like the work of Bob Foster, creator of Myron Moose. Probably from Myron Moose Funnies #1, probably around 1970. I can absolutely guarantee this is not Bobby London.
You are so right--Myron Moose by Bob Foster. If I was any dumber I'd be a Dirty Duck. This particular page scan was from Graphic Story World, #8, Dec 72.
