Hi Thom, I tried to find out more about this illustration and the author, but I couldn't find anything specific. The illustration is both beautiful and creepy. The little story is quite sad. I don't know whether to feel sorry for the old man or angry with him. How could he not smile at the sight of a fairy? It seems the author must have been depressed, and feeling old, thinking his time had past; or, he was expressing the feeling of a character for a specific purpose.
