A a teenager in 1960s Britain, I clearly remember Spike Milligan saying it, but I would vote for 'Anon.' One blogger claims it to be a "verse in a traditional American folksong from around 1800."

Apparently it's by Ogden Nash, but I'm sure Carroll wrote something extremely similar.
